Richard A. Hellman, an international environmental attorney in Washington, D.C., founded the Middle East Research Center, Ltd. (MERCL) in 1985. While living in Israel for seven years, directing a project for the Israel Ministry of Interior, Mr. Hellman observed Israel’s situation first hand. He realized that leaders in Washington. D.C. and citizens at the grassroots, while generally appreciative of Israel, rarely understand Israel’s security situation or its relevance to United States security, much less the disconnect between their views and U. S. diplomatic policy.
